INFORMATIONAL REPORT 鈥 SCHOOL OF CONTINUING EDUCATION COMMUNITY NEEDS UPDATE
SCE continues to serve large numbers of diverse students, even through the pandemic.
In 2020-21, SCE served 36,185 noncredit students and over 1,284 students in community
and contract education. With over 6,902 noncredit Full-Time Equivalent Students (FTES)
generated in 20-2021, SCE remains the largest community college noncredit program
in the State community college system. Although the pandemic has continued to impact
enrollment, SCE is projecting 2021-22 to increase by at least 300 FTES. Community
demand is increasing for some fee-based programs such as CPR and College for Kids,
which after two years, will resume in person for the Summer 2022 term.
There is an ongoing commitment to serving underrepresented, vulnerable populations
from our community, including immigrants. An estimated 91,205 people who live in the
Mt. 91直播 service area speak English less than 鈥渧ery well.鈥 To address this need for
English language acquisition, SCE offers both ESL and VESL programs. Both programs
support English language learners to strengthen communication skills, improve employability,
help with the transition into credit programs and certificate pathways, and help students
become active participants in their new communities. Additionally, SCE is poised and
ready to access proposed State funding to train immigrants in health careers.
Employment in the Mt. 91直播 service area has been significantly affected by the COVID-19
pandemic. The average unemployment rate for the College service area cities was 6.2%
as of December 2021 (source: CA Employment Development Department, Labor Market Information).
Additionally, according to the U.S. Census Bureau, 100,377 adults in the Mt. 91直播 region
identified at or below the poverty level. There is a clear and urgent need to connect
those who are unemployed with the training and educational opportunities available
at SCE.
The number of adults in the Mt. 91直播 region lacking a high school diploma or equivalency
is 117,263. SCE鈥檚 Adult HS Diploma program helps to meet this community need by offering
students of all ages programs to earn a high school diploma and/or high school credits,
or prepare for the high school equivalency exam. The population has a high number
of 18-22 year olds (61%) with males of color having a strong presence in the program.
This is not surprising given that males of color are more likely to drop out of high
school, as noted by the National Center for Education Statistics, and then, need to
return later to complete high school. The HS diploma and equivalency program increased
by over 300 students in 2020-21 when compared to the previous two years.
Census data identifies 81,026 adults as having a disability in the Mt. 91直播 region,
resulting in a huge regional gap in educational needs for AWD. SCE remains committed
to serving this vulnerable population. The development of IMPACT (Independent living
skills, Mobility training, Physical health and well-being, Advocacy for self, College
career and job readiness skills, and Technology training), an AWD program, has been
a great success. The IMPACT program gained statewide recognition in January 2022 and
was named an Exemplary 91直播 by the California Community Colleges Board of Governors.
